David Ball is Intelsat’s Regional Vice President for Asia-Pacific. Mr Ball joined Intelsat following the merger between PanAmSat and Intelsat. David Ball served as PanAmSat’s Vice President for Asia, having previously worked at the company’s headquarters and in a variety of sales, engineering and space systems development positions. Prior to joining PanAmSat, he served as a commissioned officer in the RAAF, specializing in communications system management. Mr Ball is a member of the Council of Governors of CASBAA, Cable and Satellite Broadcasting Association of Asia, and is a member of the CASBAA Satellite Industry Committee. David Ball holds a Bachelor of Engineering degree in Communications Engineering from the Royal Melbourne Institute of Technology and a Graduate Diploma in Business Management from Deakin University.

Eckhard Bruckschen has over 15 years direct experience in the project management, installation and maintenance of submarine telecommunication systems. He is a Master Mariner and a MBA for Seatrade. After 10 years at sea culminating as a Master Mariner in the merchant navy and the oil and gas industry, he joined Siemens Submarine Cable Systems as an Installation and Development Engineer in 1992. At Siemens SCS, along with his normal duties, Eckhard designed modular cable installation equipment, a new design for ploughing technology and a unique cable transport system. He was promoted to the position as Director Installations and was in charge of several projects around the world in shallow and deep water.

John spent most of his career with Telstra and OTC. In the 7 years prior to his departure, John was Managing Director, Telstra Global Wholesale responsible for a team maintaining and growing Telstra’s international carrier business around the globe. John was also the Chairman of the Australia Japan Cable from its formation, having conceived the project and over-sighted its execution. He was also elected by the industry to the Executive Board of the prestigious Pacific Telecommunications Council and is currently a member of its Advisory Council.

Mr. Kelvin Law is the General Manager, International Carrier Business of Hutchison Global Communications Limited (“HGC”). A key management team member in the International Business Division of HGC, Mr. Law is responsible for the global business development and strategic planning for HGC’s wholesale carrier business. Furthermore, Mr. Law oversees the company’s wholesales business in 14 regional offices, including one office in the USA and four offices in China.

Mr. Law possesses over 20 years of experience in the international telecommunications industry. Prior to joining HGC in 2002, Mr. Law was the Managing Director of Teleglobe, managing the company’s operations in Hong Kong, Macau and Asian countries. Mr. Law also held a number of management positions in MCI International in HK.

Daniel Moffat has 25 years experience in the telecommunications industry and has pioneered various ventures. He was president of GST Whole Earth Networks before starting New Edge Networks. He had also previously founded a telecom strategy firm, Access Value Services, which was later sold to Cathey, Hutton and Associates, a telecommunications consulting company. Dan’s telecommunications careers included sales, marketing and operations positions with U.S. Intelco Networks Inc. (Illuminet); IBM/ROLM Corporation; U.S. West Corp. and Tymnet, one of the original packet-based, value-added networks.

Rab Paramothayan joined Cable & Wireless in 1994, where he is currently responsible for submarine cable investments and strategy in Asia Pacific, Africa and India region.In his role in Consortium systems he was the APCN2 MC Chairman from 2000-2001 the period leading to the RFS of the system. Previously he has spent time working within Cable & Wireless's Mobile & Marine divisions, based both in the UK and Singapore offices.
Rab has a MBA from Henley Management College and has particular interest in corporate strategy and business development.

Jim Schweigert has over 17 years of experience in many phases of the submarine telecommunications industry.
He was Senior Vice President of General Offshore Corporation responsible for that company’s shallow water cable installation business, overseeing all phases of business for 5 companies in Europe, the Americas and South East Asia.
He was a Senior Consultant to Tyco Telecommunications and responsible for sales of new submarine telecommunications systems in Asia for 3 years.
He was COO of Nava Networks Singapore Pte. Ltd., a startup carriers’ carrier that was planning to construct a submarine cable connecting Singapore to Jakarta and Perth.
He is currently General Manager of Matrix Networks Pte. Ltd. Matrix is constructing a submarine cable system connecting Singapore to Jakarta and Batam, Indonesia. At Matrix, he is responsible for managing the supply contract with Tyco, overseeing all marine matters and all permits and construction in Singapore.

He has joined Qatar Telecommunication (Qtel) in 2002 as “ Head of Access Network Planning & Development” and was given the responsibility of “ Head of Technology & Network Development” in Wireline Business Unit in 2003. Alexander Yakovenko joined Rostelecom as Deputy Carrier Business and Sales Director in 2008. He is responsible for the relationships with all international carriers in the field of voice and data services. Alexander has over 13 years of wide experience in Russian telecom industry. Prior to Rostelecom he worked for 2 years in the Presidential Communications Service. Since 1998 he worked for 7 years for Teleport―TP where he step-by-step held different positions from International Account Manager to Head of International Carrier Business Department. During this time Mr. Yakovenko was occupied with network interconnection cooperation, arrangement of direct connections and relationships with all major international and national carriers. In June 2005 Alexander joined MTT as Head of International Wholesale where 7 months later he was appointed Marketing Director. Over the last two years in this position Alexander was responsible for strategic and marketing planning, developing and marketing new products and services, market analysis and promoting basic and value added services. Alexander Yakovenko graduated from the Oriental Languages Department of the Military University as an interpreter (two foreign languages) with a qualification of foreign trade.

Associate Professor Sudharma Yoonaidharma was involved in many telecommunications projects prior to his appointment by the Senate three years ago to the National Telecommunications Commission, the first Thai telecommunications regulatory agency. Prior to the present position, he taught business & economic law at the Faculty of Law, Chulalongkorn University. At the University he was appointed a Vice Dean for Academic Affairs, Director General of Intellectual Property Institute and Director General of the Science & Technology Law Center. He was involved in many telecommunication liberalization consulting projects such as drafting the two existing telecommunication laws, drafting an e-commerce law, and legal consultation with Cooper Lybrandt to propose liberalization and privatization plans for two government-owned operators. He was also appointed as a World Bank transport & telecommunications expert to work with the Ministry of Finance to facilitate privatization of key public utility service agencies. He led the telecommunication negotiation delegation in the negotiations for telecommunications service with trade partners such as the Japan-Thailand Economic Partnership Agreement, Thailand-US Free Trade Agreement (suspended), Thailand-India Economic Cooperation Agreement (ongoing), ASEAN-China Closer Economic Cooperation Agreement (ongoing) and Thailand-Australia Free Trade Agreement (upcoming for telecommunications in 2007). Sudharma Yoonaidharma participated in the MCL program at the National Law Center, George Washington University, and received an LL.M. from Harvard Law School and from the NYU School of Law.
