Prior to joining Actelis Networks, he held a number of executive positions with some innovative telecommunications companies, including Nortel and Extreme Networks.

With more than 35 years of network industry experience, Mr. Howard is recognized worldwide as one of the industry's leading experts in emerging markets, service provider network market trends, and user buying patterns. He started out working on operating systems and programming language compilers for ARPANET, which later became the Internet, and then created network accounting at Tymshare/Tymnet in the 1970s. Mr. Howard founded Infonetics Research in 1990, and today he focuses on optical technologies from the service provider edge to the core, metro Ethernet, and access networks.

As a senior officer of the policy planning department at the ICTA, the government of Mongolia, he pinpointed bottlenecks in the local IT sector and initiated the E-Mongolia program, a low-cost PC program, an "Internet for all" program and started the Connected Mongolia project for MCC. The direct results of the low-cost PC and "Internet for all" programs brought considerable economic and social benefit for Mongolia: the number of computers sold in Mongolia quadrupled, and the per-unit cost of Internet was lowered 10 times.

He graduated from the school of computer science and technology at HuaZhong University of science and technology and was awarded a Ph.D.
